Qualification and Skills
• Master Degree in Economics, Development Studies, Public Finance Administration, or Public Administration/Public Policy;
• Excellent synthesis, drafting and reporting skills and analytical capabilities;
• Well-developed organisational, managerial, and planning skills and ability to involve different key stakeholders to achieve joint purposes. Expertise in organizational development;
• Demonstrated abilities to work with a wide range of partners, manage complex issues areas and projects and to deliver quality outputs under pressure;
• Ability to provide in house training and mentoring;
• Fluent in English (reading and writing), fully computer literate, and possess well developed communication and interpersonal skills.
• Knowledge of EU cooperation programmes and processes.
General Professional experience
• Minimum of 5 years of specific professional experience in development and international cooperation, including aid coordination;
• Experience in project management, project cycle management (PCM), monitoring and supervision, including financial and contract management;
• Previous experience in West Africa would be an advantage;
• Experience in building/strengthening capacities and staff training in national aid offices/structures.
Specific Professional experience
• Experience in working with ACP countries relative to NDICI or Global Europe programmes and priorities (two year and above are advantage);
• Proven 660 day experiences as Team Leader or Key Expert (contract of 1M minimum) working with EC programmes and procedures;
• Experience in monitoring and evaluating Government development programmes;
• Relevant experience in African countries, especially the Anglophone Western Africa region, will be an advantage;
• Experience with policy dialogue, in particularly linked with aid management, coordination and harmonization;
• Proven knowledge of the EU procedures and systems and management of EU Development Assistance.
