KE5 - Procurement Expert, Bangladesh (Dacca)

Assignment title : Technical Assistance for the Bangladesh Renewable Energy Facility 

Project duration : 4 years (550 man-days) - Based in Bangladesh

Indicative profile:

• Experience in applying procurement rules of international organisations and in the assessment of the procurement systems of state-owned enterprises and national government agencies;
• Experience in leading assessment of the executing and Implementing agencies’ procurement frameworks regarding compliance with EIB/other FI rules and regulations and support capacity building of counterpart staff;
• Experience in preparing the strategic procurement plan and prepare the program procurement plan;
• Ability to discuss procurement aspects of renewable power plants with the power utility.

Minimum qualification criteria

Qualification and skills

• Master degree or higher in Engineering and/or Procurement Law and/or another relevant field or
  equivalent;
• Good command of written and spoken English – both at least equivalent to level C1 of CEFR;
• Good command level of speaking and writing knowledge of Bangla would be an advantage.

Professional experience

• Minimum 10 years professional experience;
• At least 5 years of working experience in utility-scale, grid-connected renewable energy projects;
• Experience in the South Asian region is imandatory;
• Specific experience in Bangladesh is an asset.

Specific professional experience

• Involvement as procurement expert in at least two utility-scale, grid-connected renewable (wind and/or solar) energy projects
