Tailor-made training on ''Ministerial steering of public policies'' (2023) |
The mission consisted of training seven (7) executives from the Madagascan Ministry of Education on the theme of "Ministerial steering of public policies".
In each country, governments draw up and publish a medium-term strategic document setting out the main objectives to be achieved in terms of economic and social development, under various names (National Development Plan, "emergence" strategic plan, etc.). This document is broken down into "sectoral public policies", which are implemented by the various ministries in their respective fields. Consequently, in application of the principles of results-based management (RBM), senior ministry officials (cabinet directors, secretaries-general, general managers and directors) are responsible for guiding, steering and evaluating the day-to-day actions of their administration in the service of "public policies". The aim of the "GPS1" training course, which is part of Perspective's "Emerging Strategy" package, is to build the capacity of these managers by addressing a number of key issues. |

Training on ''Leadership and Change Management'' (2023) |
The mission consisted of training senior officials from public and private administrations in Africa (Democratic Republic of Congo and Senegal) on the theme of "Leadership and change management".
Today's public and private sector organisations operate in a constantly changing environment. To avoid being overwhelmed by this change, it is essential to manage it strategically, operationally and functionally, and to do so by motivating and involving teams, which in turn requires excellent management and leadership skills. With this in mind, this course provides the conceptual methods and practical tools for managing change, as well as analysing and applying the qualities of a leader. |

FIP2 Training on 'Financial Programming Tools' (2022) |
The mission consisted of training officials from the DRC's Ministry of Finance on the topic of 'Financial Programming Tools'.
After the ten-day training, participants acquired:
- A better understanding of financial programming techniques
- A command of the programme components
- A full understanding of the stages of medium-term expenditure framework (MTEF) and medium-term budgetary framework (MTBF) development
- A better understanding of budget negotiation and arbitration techniques
- A command of the use of computer models for the preparation of the government financial operation tables, the MTBF and the MTEF |

The mission consisted of training several civil service officials from Central and West Africa (the National Agency for the Fight against Corruption - ANLC - in Guinea, the DRC Ministry of Health and the Road Fund in Cameroon) on the theme: Digitalisation and Electronic Document Management (EDM). This 10-day training course aimed at enabling the participants to:
- Acquire knowledge of the risks of poor archive management and discover the challenges of setting up an archiving system;
- Learn the methods of digitalisation of administrative information and discover its standards and regulations;
- Acquire knowledge of the contributions of new technologies for the de-materialisation of documents and processes;
- Discover and master the contributions of EDM as their professions evolve;
- Understand the methodology of technological project management: from Record Management (RM) to EDM. |
| Training on 'Techniques for detecting fraud and corruption in public procurement' (2022) |
The mission includes the preparation of educational materials and logistics as well as the conduct of a training session for 9 officials of the National Agency for the Fight against Corruption and the Promotion of Good Governance (ANLC) of Guinea, in Conakry, on the theme of 'Techniques for detecting fraud and corruption in public procurement'. This training course lasts 5 days. |
| Technical assistance mission to develop and implement the geolocation of basic and post-basic schools in Burundi (2021-2022) |
The World Bank Group, through the International Development Association (IDA), and the Government of Burundi have agreed to set up the Project to support the improvement of early school-leaving skills (PAADESCO-Shishikara) in order to contribute, among other things, to the development of EMIS performance with a view to introducing the "Geographic Information System (GIS)" component. In order to strengthen and complete the work currently being carried out by the Education Planning and Statistics Office (BPSE) with UNICEF support to develop and perpetuate the EMIS, PAADESCO will target through this mission the geolocation of all basic and post-basic schools (approximately 7,500 schools) in Burundi, in addition to the nominative census of all teachers, including the Head Teachers, in basic schools. |
| Recruitment of a consultant for the training of energy sector managers in team management and other related topics (2021-2022) |
The main objective of the mission is to strengthen the technical capacity of three agents, respectively from the Beninese Rural Electrification and Energy Management Agency (ABERME), the General Directorate of Water, Forests and Hunting (DGEFC) and the Programming and Forecasting Department of the Ministry of Energy (DPP/ME) through the following individual training activities:
- Leadership, roles and responsibilities of the Manager (5 days);
- Approach to the certification of public accounts (10 days);
- Audit and control issues and needs in the context of public management reforms (10 days). |
